1/18/2010 It is in Yiddish and the only word I recognize is Kuzina - which mean "cousin". The name on the right side is David Grutein and on the left is Zeev Grutein

Only the names are different.
On the right side: David Gevtin
On the left side: Ze'ev Gevtin.

The text:
A souvenir for ever
to dear/beloved Uncle and the dear/beloved Aunt and [female] Cousin Teybileh.

Comments:
People used to send their relatives pictures of their children, and write as though the child was speaking - I guess that is the case here, on a picture of two children - twins? Somebody corrected the both given names after they had been written.
Ze'ev is a name, and a Hebrew word meaning wolf, Velvel is its Yiddish nickname, like Billy is to William.
Teybileh is either Taube (a Yiddish name, meaning "a dove"), or, possibly but slightly less likely, the Hebrew Tova (meaning "good")
5/1/2024 9:55 PM Ooops, this escaped before I added the following comment:
The word for "for ever" is spelled with an H at the start - that's like an English speaker writing "heternal" instead of "eternal". I don't remember in which eastern European dialect this is typical.
