New York Port Commissioner of Immigration Robert Watchorn sent Bodner's appeal to Commissioner-General
Frank Sargent in Washington, D.C. Under Watchorn's letter were the appeal document and a copy of
the BSI transcript. Watchorn clearly wanted to admit the Bodners, but felt the need for a more
concrete assurance that the family would not become a public charge.
